Obamacare is a failure in many ways. The Patient Protection and Affordable Care Act (PPACA), also known as Obamacare, was formulated by the Democrats. The Act was originally conceived to create a single payor plan and universal healthcare. That was the original strategy for solving the high price of healthcare in the US. The final legislation fell short of that goal and the stated goal was lower costs and improve healthcare outcomes evidenced by Infant Mortality Rates. To obtain support for such an expansive endeavor, there was a need to demonstrate the benefits of Obamacare to the general public. The two benefits the Democrats agreed to present to the general public were cost savings and improved quality. The problem from the start is that it did not save on health care costs nor improve quality as they suggested.
One of the first failures was that a strategy was emphasized as opposed to the objectives. The strategy was to sell the new healthcare reform legislation to the general public for their acceptance. The strategy worked and the PPACA became law. However, the original objectives failed. Instead of a single payor and universal healthcare plan, new objectives evolved to protecting the patient and decreasing healthcare costs. Thus the name of the legislation is the Patient Protection and Affordable Care Act.
